Joseph E. Smith is executive director of the Kentucky Primary Care Association, where he has served for over 25 years. Prior to that he held various leadership positions in what is now the Cabinet for Health and Family Services, including the positions of Deputy Commissioner of Health and Deputy Secretary of the cabinet. He served as a member of the Community Advisory Committee of the Foundation for a Healthy Kentucky, and currently is a member of the Kentucky Institute of Medicine membership committee. He is an ad hoc member of the UHC (Passport) Finance Committee; a member of the State Loan Repayment Program, which recruits health providers to Kentucky; and an ad hoc member of the Louisville Primary Care Association. He is past-chairman of the Frankfort Electric and Water Plant Board and past president of the Franklin County United Way. He and his wife Barbara are also raising grandchildren.
